Abstract
В статті розкрито та систематизовано низку невирішених практичних проблем реалізації
регуляторних механізмів державного контролю у фінансово-економічній сфері.
Обґрунтовано необхідність формування нової філософії державного контролю щодо
фінансово-економічних процесів та приведення його у відповідність до сучасних вимог.
Зазначено, що з розвитком ринкових відносин та демократизацією суспільно-економічного
буття функціональна роль контролю у фінансово-економічній сфері набуває нових змісту
та якості. Представлено й обґрунтовано авторські рекомендації щодо раціоналізації
механізмів здійснення державного контролю у фінансово-економічній сфері в Україні.
The article uncovered and systematized a series of unresolved practical problems of the implementation of regulatory mechanisms of state control in the financial and economic sphere. The necessity of forming a new philosophy of state control over financial and economic processes and bringing it in line with modern requirements is substantiated. It is noted that with the development of market relations and the democratization of socio-economic existence, the functional role of control in the financial and economic sphere acquires new content and quality. It is revealed that the mechanism of state control in the financial and economic sphere in Ukraine, which is at the stage of its formation and reformation of public administration in general, in the context of integration intentions, does not fully correspond to the internationally recognized practice of state financial control. The author's recommendations on rationalization of the mechanisms of state control in the financial and economic sphere in Ukraine are presented and substantiated, namely: introduction of mechanisms for assessing the efficiency and quality of state control in the financial and economic sphere; improvement of personnel provision of the bodies of the system of state financial control, development of training programs and programs of certification of employees according to international models; improvement of logistical and financial support of functioning of the state control system in the financial and economic sphere; determination of the real responsibility of officials not only for the proper execution of tasks and assignments, but also, first of all, for the submission of incorrect data, the concealment of the actual state of affairs in their execution; legal guarantee of guarantee of independence, social protection and responsibility of employees of the system of state control; optimization of the controlling bodies accountability process; reduction of the cost of control work.
