Соціально-економічний розвиток шляхом здійснення суспільних проектів

Abstract

Ця стаття розглядає питання вирішення ключових соціально-економічних завдань розвитку шляхом реалізації суспільних проектів. Проведене дослідження доводить, що такі проекти мають бути у фокусі уваги держави і потребують її стратегічної підтримки. Реалізація суспільних проектів у належних "точках зростання" дає змогу досягти бажаних соціально-економічних перетворень. Зокрема, розглянутий проект будівництва льодової арени допоможе забезпечити багатовекторне покращення, а саме: підвищити якість спортивно-соціокультурної сфери, забезпечити конкурентоспроможність у досягненні спортивних результатів на міжнародному рівні, покращити здоров’я і фізичну культуру населення, зміцнити консолідацію суспільства, покращити якість дозвілля громадян, забезпечити профілактику асоціальної поведінки, підтримати патріотичні настрої, розвинути сферу спортивного туризму, збільшити державні валютні надходження тощо. Розробка і здійснення суспільних проектів є дієвим механізмом формування відповідального ставлення різних їхніх учасників і зацікавлених сторін до інтегрованого створення соціально-економічних благ. В умовах наявних обмежених фінансових можливостей розглянуто низку організаційних заходів (на прикладі проекту в сфері спорту, а саме будівництва сучасної льодової арени за олімпійськими стандартами). У статті проаналізовано альтернативні фінансово-організаційні варіанти реалізації такого проекту і визначено, які вигоди він спроможний принести. Їх класифіковано як прямі й опосередковані соціально-економічні результати. Розглянута процедура підготовки суспільного проекту може слугувати механізмом організації надійних соціально-економічних перетворень, зокрема в рамках реалізації стратегії сталого розвитку "Україна 2020".

This article examines the solution of the key socio-economic objectives of development through the implementation of public projects. The conducted research proves that such projects should be in the focus of the state attention and strategic support. The realization of public projects at the appropriate "points of growth" allows to achieve the desired socio-economic transformations. In particular, the considered project of construction of the ice arena will allow for multi-vector improvement, namely: improving the quality of the sports and socio-cultural sphere; ensuring competitiveness in achieving sporting results at the international level; improving the health and physical culture of the population, strengthening the consolidation of society; improving the quality of leisure for citizens; providing prevention of asocial behaviour; supporting patriotic sentiment; developing the sphere of sports tourism; increasing the state foreign exchange earnings, and so on. The development and implementation of community projects is an effective mechanism for forming a responsible attitude of various participants and stakeholders towards an integrated creation of socio-economic benefits. Given the limited financial capacity available, a number of organizational measures are considered (for example, in the field of sports; namely, the construction of a modern ice arena according to Olympic standards). The article analyzes alternative financial-organizational options for implementing such a project and determines the benefits it can bring. They are classified as direct and indirect socio-economic outcomes. The considered procedure for delivering a public project can serve as a mechanism for organizing reliable socio-economic transformations, in particular, within the framework of the implementation of the Sustainable Development Strategy of Ukraine. Thus, the state’s focus should be on the socio-economic values expected of public projects, and in the current context, it becomes a major strategic priority. Social outcomes from delivery of public projects are creative incentives and accelerators of desirable economic transformations in the context of global changes and challenges. Mechanisms for financing the projects of the public sphere need their further development.
