Становлення професійної підготовки фахівців із зв'язків з громадськістю в Україні: перший етап (друга половина ХХ ст. - 1993 р.)

Abstract

Статтю присвячено становленню професійної підготовки вітчизняних фахівців із зв’язків з громадськістю в Україні, зокрема автор акцентує увагу на першому етапі (друга половина ХХ ст. – 1993 р.) цього процесу. проаналізовано педагогічні, нормативно-правові документи; сформульовано головну особливість першого етапу становлення та розвитку професійної підготовки майбутніх фахівців із зв’язків з громадськістю в Україні.

The article deals with setting professional training of public relations experts in Ukraine. In previous investigations, the author distinguished five historical stages of setting and developing PR experts’ professional training in Ukraine (the second half of the 20th century – the beginning of the 21st century): 1) zero stage (the second half of the 20th century – 1993); 2) preliminary stage (1993 – 2006); 3) initial stage (2006 – 2010); 4) principal stage (2010 – 2014); 5) new stage (2014 – till now) [16; 17; 18]. We have studied in detail the features of four stages (the second, third, fourth and fifth), namely the setting, development, and peculiarities of professional training of public relations experts in independent Ukraine. The first stage of the of setting and development of PR experts professional training in Ukraine (the second half of the 20th century – the beginning of the 21st century) remains not fully investigated. This article focuses on the first stage (the second half of the 20th century – 1993) of setting and development of PR experts’ professional training in Ukraine (the second half of the 20th century – the beginning of the 21st century). Social changes in the process of communication are indicated – from party propaganda in the USSR, without considering the interests of all subjects of informational relations, to growing interest in communicative research and the process of forming the first institutional features of PR in independent Ukraine. For the first time the following documents have been analyzed: educational and regulatory legal documents of the USSR (the period of Khrushchov’s “thaw”, the period of stagnation, the period of perestroika and glasnost), statistical data of the Ukrainian SSR and scientific pedagogical sources of the years of independence in Ukraine (the second half of the 20th century – 1993) on setting and development of PR experts’ professional training in Ukraine (the second half of the 20th century – the beginning of the 21st century).
