Abstract
У статті розглянуто прикладні аспекти дискусій щодо розмежування сфер приватного, соціального, публічного та державного на прикладі відповідальності за захист сфери приватного від
втручання з боку публічного, що традиційно покладається на діяльність соціальних працівників
у Великій Британії, а також на основі дискусії в українських політологічних наукових колах щодо
того, наскільки «державна політика» є коректним відповідником "public policy" і наскільки публічною може бути державна політика.
Description
The article discusses delimitation of the spheres of private, social, public, and state, based on the
examples of responsibility for protecting the sphere of the private from the intrusion of the public, which has
traditionally been attributed to the social work in the United Kingdom, and it also draws on the Ukrainian
discussion on how much “public” is actually the “public policy” since the translation of these terms into
Ukrainian allows for both the “public” and the “state” policies and politics to be taken into account.
The professionalization of social work in the United Kingdom was a special form of mediation between
the private sphere of family on the one hand and the sector of state responsibilities to provide for a specific
form of protection for the family members on the other. Social work was a way of protecting families, as a
private realm, from a sort of “intrusion” from the state as a “public” sphere into that very private realm. A
number of philosophical considerations regard the term “social” in such circumstances as a form of
something that is in-between “private” and “public”.
Another interesting discussion is about the translation of the term “public” into Ukrainian scientific
usage. Despite the fact that there is a direct translation of the word, which, however, has a slight difference
in meaning, it took over a decade for this simple word to be translated as “public” in collocations like
“public policy” and “public administration”. As the transition from the Soviet ideological system to a more
liberal democratic representations of state functions proceeded, the collocations “state policy” and “state
management” started gradually changing into their original forms of “public policy” and “public
administration”, the latter being now recognized as an educational track by the Ukrainian Ministry of
Education and Science.
In both cases of defining what is “social” and “public” we also come down to discussing the
responsibilities of the respective professional activities and what their primarily aims should be.
