Проблеми дослідження , охорони і збереження історико-культурної спадщини в Українській державі вирішувались у нерозривному зв'язку із завданнями культурного та державного будівництва. З перших днів приходу до влади уряд П. Скоропадського почав вирішувати питання в галузі пам'ятникоохоронної справи.
