Abstract
У статті порівняно підходи до визначення публічної політики з метою переосмислення та для
адаптації визначень до сучасних умов інформаційної ери. В роботі проаналізовано визначення інформаційної політики, надані західними науковцями упродовж декількох декад, та розкрито переваги й недоліки цих дефініцій. Визначено концепт інформації відповідно до виміру політичної науки
та публічної політики у сфері інформації.
Description
The article compares the approaches to the definition of public policy for rethinking and adaptation
of definitions to modern conditions of the information age.The relevance of the research is dictated by
low grades by research organizations around the world on human rights and, especially, freedom of
speech in Post-Soviet countries. The paper suggests reasons in the disbalanced intrusion of the governments
into information policies and, thus, human rights in post-communist countries. The piece focuses
on complexity and diversity of information policy as a subject for study. Retrospective examination of the
change of information policy through decades fulfills the understanding of the concept and helps to divide
into different levels and stages of policy branches. The article examines different approaches to definition
of information and picks the most appropriate one for future analysis in the context of Post-Soviet
reality. The main purpose of the research is an analysis of concepts of information policy and their application
to the Post-Soviet space. The paper investigates concepts of information policy provided by
prominent Western scientists for several decades and outlines the advantages and disadvantages of each
definition in specific circumstances of modern Ukraine and other transitional countries. The piece attempts
to add a substantial aspect of information policy regarding circumstances of digitalized world
and the context of transition from the communistic past. In addition, the concept of information is determined
in accordance with the dimension of political science and public policy in the information sphere.
The article provides analysis of actors that influence and change information policy with emphasis on
non-state entities and personalities. A particular attention is given to the specific stages of information
policy, when shadow agents of influence could use their power more efficiently. The analysis takes its
ground on the concept of agenda-setting theory.
